Nordic Safe Cities

Abstract:
The Nordic Safe Cities concept Safe Digital City aims to transform the existing prevention system in the Nordic countries to work in the digital era, to capture online harm and hate and to help local stakeholders (municipalities, civil society, youth, and police) to prevent and safeguard our democracy and ensure digital safety.

Addressing the rise of conspiratorial, extremist and hateful narratives on social media, the initiative focuses on preventing hate and mitigating polarized debates. The Safe Digital City comprises three pillars:

1. Mapping the local battlefield of hate, discrimination and polarization by using AI-tools.
2. Work with cities to build a framework for sharing information and fostering a digital mindset among prevention professionals and civil society, enabling them to translate their own prevention work into the digital sphere.
3. Identify digital approaches for existing efforts and develop shared new concepts tailored to local challenges among municipalities, police, and civil society.

The Safe Digital City-approved digital safety initiatives in local plans:
„Digital Guardians“, preventing hate in local Facebook groups, forwarding issues to city services.
„Digital Safety Team“, preventing polarization, providing trustworthy information during crises.
„EDDA Moderation“, user-led AI moderation.
