Criminal Policy Research on Digital Platform Crimes and Preventing Victimization
This study aimed to empirically examine the emergence of new forms of crime driven rapid advancements in information and communications technology (ICT) and digital innovation. It also sought to explore policy measures that could help ensure citizens' safety and freedom in this rapidly evolving digital landscape. To achieve these objects, we first analyze the current state of criminal activity occurring on digital platforms. In particular, we conducted a survey of Korean citizens about their experiences with victimization related to by deepfake-related sexual offenses, online grooming, and cyberbullying. The patterns of victimization were further analyzed based on variables such as gender, age, and education.
Deepfake-related sexual offenses, in particular, are spreading rapidly in Korea due to advancements in AI technologies. While current laws regulate the production, distribution, and possession of deepfake materials, they remain insufficient in preventing such crimes. As a result, there is a growing public demand in Korean society for more effective measures. Cyberbullying is another serious issue, often taking the form of group harassment on digital platforms. Although existing laws address defamation and insults, the public continues to call for harsher penalties. This study examined these emerging crimes on digital platforms from both legal and political perspectives and offered recommendations to prevent secondary victimization in the future.


Safe Society through Treatment of High-Risk Criminals
This presentation explores South Korea’s multi-pronged approach to managing high-risk sex offenders, focusing on four key protective measures: registration and public notification, electronic monitoring, employment restrictions, and pharmacological treatment for sexual impulse. It will provide an overview of the legal and institutional framework behind each measure, their goals in enhancing community safety, and ongoing challenges in balancing public protection with offender rehabilitation. The aim is to offer insights into South Korea’s evolving strategy to prevent recidivism and promote a safer society.
