The UNDP report ‘Journey to Extremism’ (2017) identifies state failure and in particular misconduct by security forces as factor which pushes individuals to join violent extremist groups. The arrest or killing of a family member or friend by security forces were mentioned as incident that prompted individuals to become a member of an extremist group. This finding motivated the Police Programme Africa to reflect on the relationship of citizens to police institutions in rural areas where violent Islamist groups are active. The presentation of case studies from Central Africa gives an insight into the multifaceted reality of police work in remote regions. It becomes clear that the complex challenges faced by national police institutions complicate transparent and human rights-based behavior by individual police officers. However, the reform of police service is not enough to prevent radicalization. Rather, a comprehensive security sector reform is needed in order to strengthen the public's confidence in the police in the long term.

Der UNDP Bericht „Journey to Extremism“ (2017) identifiziert Staatsversagen und insbesondere Fehlverhalten von Sicherheitsinstitutionen als Auslöser für Radikalisierung. Die Verhaftung oder Tötung von nahestehenden Menschen durch Sicherheitskräfte gibt häufig den Ausschlag für eine Rekrutierung durch extremistische Gruppen. Diese aktuelle Studie nimmt das Polizeiprogramm Afrika zum Anlass, das Verhältnis von Bürgerinnen und Bürgern zur Polizei in ländlichen Regionen Afrikas, in denen gewalttätige islamistische Gruppen aktiv sind, zu reflektieren. Die Präsentation von verschiedenen Fallbeispielen aus West- und Zentralafrika gibt Einblick in die komplexe Realität von Polizeiarbeit in entlegenen Regionen. Es wird deutlich, dass die Vielschichtigkeit der Herausforderungen, denen sich die nationalen Polizeiapparate stellen müssen, ein transparentes und menschenrechtsbasiertes Verhalten von Polizei erschweren. Eine Polizeireform alleine reicht allerdings nicht aus, um Radikalisierung entgegenzuwirken. Vielmehr bedarf es einer umfassenden Sicherheitssektorreform, um langfristig das Vertrauen der Bevölkerung in die Polizei, als sichtbarste staatliche Struktur, zu stärken und somit Extremismus vorzubeugen.

  • Dr. Marion Popp is a sociologist. In the coordination office of the GIZ Police Programme in Berlin, she holds the responsibility for the projects in Niger, Chad, Mauritania as well with the G5 Sahel secretariat. Before she moved to Berlin, she spent 10 years in Ethiopia and Zambia. There she has gained experience in the areas of civil society participation, women's rights as well as reform of the justice sector.
  • Hanna Meyer is a political scientist and works as an Advisor with the GIZ Police Programme Africa since 2015. At the Berlin-based coordination office of the programme she is responsible for the projects in Nigeria, the Democratic Republic of Congo and at the African Union. Before joining the Police Programme, she worked with a GIZ regional programme in the field of drug control and curbing organized crime in the Middle East.

  • Dr. Marion Popp ist Soziologin und betreut im Koordinationsbüro des GIZ Polizeivorhabens Afrika die Länder Niger, Tschad, Mauretanien und Polizeikooperation im Rahmen von G5 Sahel. Vor ihrer Tätigkeit in Berlin war sie 10 Jahre lang in Äthiopien und Sambia tätig. Dort hat sie Erfahrungen in den Bereichen Zivilgesellschaftsförderung, Frauenrechtsarbeit und Reform des Justizsektors erworben.
  • Hanna Meyer ist Politologin und betreut seit 2015 im Koordinationsbüro des GIZ Polizeivorhabens Afrika die Ländermaßnahmen in der Demokratischen Republik Kongo und Nigeria sowie die Regionalkomponente bei der Afrikanischen Union. Zuvor arbeitete sie als Beraterin zu den Themenbereichen illegaler Drogenhandel und organisierte Kriminalität im mittleren Osten in der Koordinationseinheit eines GIZ Regionalprogramms in Berlin.
