The Blueprint for Democratic Resilience

Democratic resilience in the Nordic region is under strain. Geopolitical instability, digital disruption, polarisation and eroding trust are reshaping how democracy is experienced in everyday life. The consequences are felt most acutely in cities, where segregation, misinformation, declining participation and new security threats converge. Yet the Nordic countries retain exceptional strengths: high levels of trust, robust institutions, a tradition of cooperation and citizens who expect to be heard. These are not just assets to protect but foundations to build on.

This Blueprint sets out a city-led framework for democratic resilience, drawing on the experience from local politicians, city leaders, civil society and governments across the European Nordic region. It proposes four building blocks, each representing a strategic ambition for cities:

• The Cohesive City — strengthening the structural conditions that hold democracy together: social cohesion across neighbourhoods, strategic crime prevention, welfare integrity and democratic baselines for public cooperation.
• The Democratic City — placing children and young people at the heart of democratic renewal by ensuring they have real influence, inclusive arenas and the skills to participate as co-creators of democratic culture.
• The Safe Digital City — protecting the digital spaces where democratic life in- creasingly unfolds by building information resilience, moving prevention online and ensuring that public debate remains open, safe and pluralistic.
• The Prepared City — strengthening the capacity of cities to function under stress by integrating operational preparedness with social cohesion, trusted communica- tion, informed residents and protected critical infrastructure.

These building blocks are designed to work together. Each can serve as a starting point, but democratic resilience grows strongest where cities advance all four in a coordinated way, combining hard measures such as preparedness and infrastruc- ture protection with soft measures that build trust, participation and belonging.

The Blueprint draws on data, expert analysis and lived experience from across the Nordics, including insights from the Nordic Democracy Forum 2025. It offers practical recommendations for mayors, city leaders and policymakers, grounded in the conviction that democratic resilience is built locally, sustained through cooperation and strengthened when cities learn from one another.
