New Tools for Fighting Disinformation Together

Europe’s information space is under pressure from influence operations as malicious actors are undermining trust, polarising debates, and weakening democratic institutions. In response to this ever-growing challenge, Alliance4Europe and partners launched the DISRUPT Toolkit, designed to strengthen Europe’s collective defence against information manipulation. 

The toolkit was built bringing together existing tools, methods, and experience, to drive whole-of-society collaboration, including researchers, journalists, fact-checkers, governments, regulators, and civil society. Alliance4Europe worked with partners AMO, PSSI, CSD, CEEDDW, Expert Forum, and ESGA to develop the Toolkit. More than 170 practitioners were consulted in the process to address the current gaps in defence against information manipulation.

The Toolkit includes the DISRUPT Framework - a repository of the actions to secure and assess the evidence to prove the existence of an operation, steps to stop it, and to mitigate harm. This is accompanied by DISRUPT workflows on how to stop 6 specific types of influence operations. So far, they have been also tailored for the national contexts of Bulgaria, the Czech Republic, Poland, and Romania.

A key component is the TRANSCRIPT Platform, a shared threat intelligence database that allows users to pool insights on actors, narratives, and tactics, compatible with current best practices, and focusing on user experience. By creating a common knowledge base, it strengthens coordination and enables faster, more informed responses.
