Societies and states around the world are facing increasingly urgent questions about democratic resilience and how to deal with extremist threats. Often the focus is on how existing structures and tools can be improved and how new ones can be created. Evaluation and quality manage- ment measures play an essential role here, as they can provide crucial information about needs and opportunities. However, not only do evaluations generate knowledge, designing and imple- menting them also requires knowledge—in-depth knowledge about approaches and the specifics of the evaluation object. But above all they also require the willingness, ability, and opportunity to actively support and help shape dynamic processes
