5:00 -5:10 School CPTED Guide (Carlos Gutierrez and Rene Berndt)
In the summer of 2019, a group of architectural facility designers, educators, educational researchers, and psychologists from around the world conducted a “safety and security in schools” workshop in Mexico. The group concluded that the safety and wellbeing of learners must be addressed comprehensively in all three dimensions of human existence: The physical, the social and the psycho-emotional environment. After 3 years of global collaboration, the group presented their pathway for the implementation of this comprehensive approach and published the CPTED in School guidebook in 2022.

5:10-5:20 Iso CPTED Standard 22341 (Dr. Tim Pascoe)
Crime Prevention through Environmental Design (CPTED) is a well-established, multidisciplinary approach to reducing crime, antisocial behaviour, and fear of crime through the design and management of the built and social environment. The development of international and European CPTED standards - most notably ISO 22341:2021 and the CEN/EN 14383 series - represents a major step in formalising, harmonising, and professionalising CPTED practice worldwide.

Crime and fear of crime are major impediments to growth and liveability in built environments and cities. Physical and mental security are vital contemporary pre-requisites for healthy living, economic growth and socio-economic sustainability. CPTED methodologies are used widely to control crime and fear of crime but actually they contribute at broader socio-economic levels towards the achievement of the UNSDGs. For the Global South, this saves precious resources ensuring the most comprehensive kind of development that is economically and socially sustainable.

Rene Berndt, Associate Principal at Mahlum Architects, with 31 years architectural experience and extensive knowledge of learning environments. Rene has presented and discussed his research about the impact of the physical environment on the process of learning at conferences and universities, both locally and internationally. Rene most recently studied how the perception of “feeling well and safe at school” differs between the learner, educator and parent and currently serves on the International CPTED Association (ICA) board of Directors. He is co-author of the 2022 ICA guidebook “CPTED in Schools – A comprehensive approach” and the new CPTED in Schools safety audit.

Carlos Gutierrez
 Carlos Gutierrez

Carlos Gutierrez is an architect, psycho-therapist, specialist in complementary medicine and bioneural-emotion specialist. He obtained his degree in architecture from University of Chile. He has participated in the promotion of the CPTED methodology in Latin America since its inception in the region. He is also a co-author of the first CPTED manual in Latin America, developed guidelines for application of CPTED methodology, including psychosocial approaches, in the planning of school spaces. Carlos is currently a Senior Technical Advisor for the CONVIVIR Program in Honduras and was elected to the ICA Board of Directors in 2017.

Dr. Manjari Khanna Kapoor, a professional architect and academician, is also the first in India to practice concepts of CPTED (Crime prevention through environmental design) and Counter Terrorism through main stream architectural design.
As the Vice President of International CPTED Association (ICA), she leads the understanding with the UN Habitat towards promotion of CPTED in the attainment of the UN SDGs. She also leads the Webinar and Newsletter initiatives at the ICA, while actively participating in many others including Standardisation etc.
Through her continued efforts as the Founder President of the Association for ‘Building’ Security India (ABSI), these theories are now included in the standards being developed by the BIS. These are based on the ‘SHIELD audit methodologies’ developed for designers and being applied at her architectural practice specialising in hotels. Her first book titled ‘Security by Design: protecting public places against crime and terror’, published by Taylor and Francis of UK, is a first of its kind resource on the subject from the Global South.

Dr. Tim Pascoe
Dr. Tim Pascoe

Dr Tim Pascoe is a leading UK expert in Crime Prevention Through Environmental Design (CPTED), community safety, and security risk management, with over 30 years’ applied professional experience. He has an international reputation for Designing and Managing Out Crime, delivering major projects for police services, transport authorities, local authorities, government departments, and community organisations in the UK and internationally. His work combines evidence-based analysis with practical, place-based solutions to reduce crime, harm, and fear.
Tim is a Director of both the International CPTED Association and the Institute of Community Safety, and a UK-nominated expert on European CEN crime-prevention standards, contributing to ISO 22341 CPTED and CEN working groups on the security of buildings. He has trained over 1,000 Metropolitan Police Officers in CPTED, problem-solving, and situational crime prevention, and regularly advises on risk assessments, security design, youth violence, and vulnerability. Recent work includes reviewing Transport for London’s Tram Security Policy and leading a county-wide Youth Provision Needs Assessment for Oxfordshire County Council.
Alongside consultancy, Tim is a lecturer in entrepreneurship and consultancy at Kingston University. He is a frequent keynote speaker at international crime-prevention conferences and has led or evaluated projects across Europe, Africa, the Caribbean, and Asia, including Erasmus+ initiatives, youth participation programmes, and international standards development. He holds a PhD in Risk Management from Cranfield University and continues to bridge frontline practice, research, and policy.
