Abstract:
Public space embodies social cohesion and symbolises citizens' sense of belonging to their city. European cities therefore aim to preserve and create public spaces shared by various population groups and to ensure security, real and perceived, for all. To this end, cities are striving to promote tailor-made methods and tools to facilitate citizens participation in the design and management of public spaces. However, this remains a challenge.

How can citizens better participate in the management of public spaces, from the definition of security challenges to the identification of measures to address them, and their evaluation? What tools are available to cities in Europe to promote citizen participation and enable residents and users to get involved? How can cities better understand social dynamics and citizens’ perception of security? These are some of the questions that will be addressed in the panel.

De 2011 à 2019, Véronique Borré était directrice adjointe de Cabinet auprès du Maire-Président de la Métropole Nice Côte d’Azur en charge des questions relatives à la sécurité, la justice, les relations avec les services de l’Etat. A la Métropole Nice Côte d’Azur, depuis 2019, Véronique Borré est Directeur Général Adjoint ayant sous sa responsabilité 17 directions axées sur la sécurité, avec notamment la Police Municipale, la création d’un Hôtel de Police mutualisé unique en France, la Prévention de la délinquance ou encore des directions en lien avec la Proximité, la Citoyenneté mais également la Vie associative des administrés. En 2020, sous la direction de Véronique Borré, l’Agence de Sécurité Sanitaire Environnementale et de Gestion des Risques est créée, en charge de l’anticipation, la préparation et la coordination des situations de crise.

Janina Hentschel (M.A.) is since 2021 director of the office for municipal prevention, city of Augsburg. She has a master degree in peace and conflict studies of the Philipps-University of Marburg. She works since 2014 at the field of urban conflict management and municipal prevention for the city of Augsburg. From 2009 to 2010 she was engaged as junior professional and coordinator for the volunteer programme "weltwärts" in Namibia, German Service for International Development Cooperation for (giz). She is certified as conflict and sociocratic facilitator. Recent focus of her work: Urban Safety Governance, conflict management in public space, implementation of the “Istanbul Convention” at the local ground und prevention of extremism.

Stanislav Seiko, Head of strategic planning of Riga Municipal police. Also the lecturer of the course “Sociology of Violence” at Faculty of social studies of the University of Latvia. As the expert participated in such projects of Advanced Social and Political Research Institute’s projects as European Social Survey 10 & 11 and "Ready for change? Sustainable management of common natural resources". The alumni of George C. Marshall European Center for Security Studies (Program on Terrorism and Security Studies & European Security Seminar-North). More than 10 years of experience in police forces in the field of violence prevention, de-radicalization and high-threat incident response.

She is Deputy Mayor of the city of Strasbourg, in France with responsibility for public tranquillity, municipal police, crime prevention and mediation.
She is also Councillor of the Strasbourg Eurometropol.
